On Sunday, January 3, 2021, Deputies were dispatched to Topsy Bel Road, in reference to a three year old child found walking in the roadway.

When deputies arrived they met with the complainant, who reported she was driving down Topsy bel road when she saw a small child walking down the middle of the roadway unattended by anyone. 

It was determined that the mother had left the residence to go to the store and the father was not watching the children.

Both parents, Brock Kevin Manuel, 27, and Rochelle Renee Riley, 41, of 166 Roy Reeves rd., Ragley were arrested and booked for criminal abandonment. The children were turned over to their grandmother.
