On August 27,  2022, Deputies responded to 11379 Highway 99, Welsh, in reference to a complaint of Harassment. Deputies spoke to the complainant who reported her uncle had been harassing her for the past few weeks. 

The complainant stated he was asking her to stay the night with him for sexual purposes and asking her for nude photos.  The uncle has also been driving by her house back and forth and turns into her driveway and sits.  

Deputies obtained warrants for Steven Dean Blanchard, 40, of 14141 Hwy 395, Welsh, for telephone harassment, 2 counts stalking, 2 counts criminal trespass, and 2 counts entry or remaining after being forbidden. 

Blanchard was spotted by deputies on September12, 2022 behind his residence.  Deputies arrested Blanchard and transported him to the parish jail for booking.
